For communication after interpolation fine to coarse

when looking for the sendIndices for the communication after f to c

needed for new method which reorder send and receive indices

Find all send and recv indices which also are interface cells fine to coarse, coarse (iCellFCC).
Move them to the front of the vector of send and recv indices. Return their number as well.

To avoid compiler errors, the destructor of Parameter must be defined in Parameter.cpp
