Clean up Configuration File mess. Closes #18

Sören Peters requested to merge soe.peters/VirtualFluids:feature/config into develop

in this merge request I extracted the ConfigurationFile from VirtualFluidsCPU to basics/config and removed all the other version of configuration files from it. Furthermore I changed the way of reading the config entries in VirtualFluidsGPU/Parameter.cpp.

Besides many small clean ups and stuff.
