PeriodicShift

This MR introduces a new feature that allows to "shift" the connectivity on Periodic Boundaries. This is often used in simulations of planetary boundary layers to reduce the autocorrelation and thus effectively enable a reduction in domain size.

It runs on single and multi GPU and with refinement, although there are some restrictions.
