Fix the regression tests that run on the Phoenix cluster

Also some other changes:

• output info about slurm job in hpc regression tests
• add slurm output as artifact of regression tests
• cancel slurm job in after_script
• reduce timeout of slurm jobs for regression tests
• remove the test's dependency on artifacts
• output cuda device number in log (on error)
