Add metis 5.1.1 and use it when metis METIS_INCLUDEDIR is not set in the config file. 

Changed in metis CMakeLists:
  - add cmake required version to 3.0
  - removed installation
  - add METIS options for idx54 and real64 bit.
  - set target include path
  - set public target defintions
  - put metis target into the 3rd folder group.
